Planning Commission

The City of Woodland Planning Commission, consisting of seven members appointed by the City Council, conducts hearings, comes to decisions, and makes recommendations to the City Council on matters related to planning and land use. The Commission also assists in developing, implementing, and maintaining the City's General Plan, Zoning Ordinance, Specific Plans, and Community Design Standards.

Please note that effective in June 2010, The City of Woodland Planning Commission will now meet on every 3rd Thursday of the month at 6:30pm in the City Council Chambers of City Hall, 300 First Street, 2nd Floor.  

The City of Woodland has launched a new webcasting technology for the Planning Commission Meetings.

This new technology allows anyone with an Internet connection to view Planning Commission Meetings on-demand and to view and copy agendas & reports at your convenience.  You will be able to view archived Planning meetings as well as search keywords for topics of interest or follow links on the online agenda on the City's website to navigate directly to a particular item.

Planning Commission Members:

Vice-Chair, Steve Barzo

Steve Barzo entered the US Army in 1963, served in Italy, Vietnam, Washington State University, Washington DC, back to Vietnam, University of California-Davis, last assignment US Army Recruiting Command, Sacramento. He retired in April 1984. Mr. Barzo served in 11 Battle Campaign's in Vietnam, received three Bronze Stars, a Joint Services Commendation Medal, and four Army Commendation Medals. After retiring from the Army, he went to work for the IRS at there district office in Sacramento. He left the IRS for the University of California-Davis and has been there for 24 years as a Management Services Officer for the Military Science Department. Before moving to Woodland in 1995, Mr. Barzo lived in Davis for 22 years. He is married and has two daughters.


Chair, David Sanders

David Sanders is a California native, and although he has lived in many states and countries around the world, he and his family have made Woodland their home for over a decade.  Mr. Sanders is retired from the US Air Force and a graduate of Chico State and the UC Davis School of Law.  He is currently the Chief Operations Officer and Senior Counsel for the California Correctional Peace Officers Association.  In 2008, Mr. Sanders completed his sixth year on the Planning Commission and began his fourth term as Commission Chair.


Myriam Gonzalez


Myriam E. Gonzalez was raised in the City of Woodland. She primarily attended Beamer Elementary School, Holy Rosary School and graduated from Bishop Manogue High School in Sacramento. After attending Sacramento City College, Yuba College, CSUS, Central Texas College, and University of Maryland, she graduated from University of Davis in 2000. Ms. Gonzalez also graduated from Sacramento Entrepreneurship Academy in 2000. She accompanied her husband, Arthur, during his military tours, creating homes in Texas and Germany. Ms. Gonzalez has worked in the fields of retail, law offices, education and U.S. Army family-support programs. She served on the City of Woodland Community Development Block Grant Committee (1996-2002) and Redevelopment Agency Citizen Advisory Committee (2003-2005), serving as Vice-Chair during the final year. Ms. Gonzalez has been a member of the Planning Commission since 2006 and is the mother of Joseph (22 years old) and "Lola" (3 years old).

Patricia Murray

Pat Hastings Murray was born in San Francisco.  When she was seven her family moved to Portland Oregon, where she went through school and graduated from Oregon State University with a Bachelor of Science Degree in Science.  Ms. Murray returned to California following her graduation and attended the University of California at San Francisco, training in the field of Medical Technology.  As a student she worked at the university, City and County of San Francisco, and Franklin and Fort Miley Veteran's Hospital.  After graduation and Board certification, Ms. Murray worked at Stanford Hospital and Fort Miley until she married.  She raised four children, and in 1972 her family moved to Woodland permanently.  Ms. Murray went to work at Yolo County Hospital, and for 17 years she was the Laboratory Manager until the hospital closed.  Since this time she has been retired, but has been very involved in many ventures.  Pat is an active member of the Woodland Library Rose Club.  The club has planted approximately 800 roses and improved the Library site considerably.  For the past 23 years, Ms. Murray has also been a docent at the UC Davis Arboretum.  During this time, she has been fortunate to travel to Europe several times to study English and European gardens.  Ms. Murray has been Co-President of the League of Women Voters for 4 terms, as well as on their Board for about 17 years.  She has also been on the Board of the Tree Foundation since its formation 7 years ago.  Ms. Murray has also served on the Wayfarer Board for about 6 years.  For the past 2 years, she has served as President of the Woodland Shakespeare Club as well.  Ms. Murray has served on the Planning Commission for the past 7 years, a position which she has found very satisfying, and hopes contributing to quality growth and future design for Woodland.  In her spare time, Pat can be found puttering around her garden, raising roses and a few vegetables to feed her family.


Seth Wurzel
 

Seth Wurzel was appointed to the Planning Commission in January 2007. While attending school at UC Davis, Seth moved to Woodland in 2004. He and his wife married at the Historic Hotel Woodland in June 2005. He received a Bachelor of Science degree in Civil Engineering from Rose-Hulman Institute of Technology in Terre Haute, Indiana and a Master of Business Administration from UC Davis. He is an active member of the Urban Land Institute (ULI),  Floodplain Management Association (FMA), and American Planning Association (APA). Seth is currently a consultant with the public finance consulting firm, Capitol Public Finance Group located in Sacramento. As a relative new comer to Woodland and the Planning Commission, Mr. Wurzel hopes that he can leverage his professional expertise to provide Woodland with sound, socially and fiscally responsible planning insight and decisions.
